Ram Vilas Paswan Biography
Ram Vilas Paswan was born into a Dalit family in Shaharbanni village, Khagaria district, Bihar, to Late Shri Jamun Paswan and Late Smt. Siya Devi. Paswan graduated from Kosi College, Pilkhi, and Patna University with a Bachelor of Laws and a Master of Arts, respectively. In the 1960s, he married Rajkumari Devi. After his Lok Sabha nomination papers were challenged in 2014, he revealed that he divorced her in 1981. Usha and Asha are his children from his first marriage. In 1983, he married Reena Sharma, a Punjabi Hindu from Amritsar who worked as an airhostess. They have two children: a son and a girl.
Chirag Paswan, his son, is a politician who began his career as an actor. Paswan, a Bihar native, served in the Cabinet as the Minister of Consumer Affairs, Food, and Public Distribution. He entered politics as a member of the Samyukta Socialist Party in 1969 and was elected to the Bihar Legislative Assembly. After that, when Lok Dal was founded in 1974, he became its general secretary. During this time, he was arrested for opposing the emergency. He was elected to the Lok Sabha as a Janata Party member from the Hajipur constituency in 1977, and was re-elected in 1980, 1989, 1996, 1998, 1999, 2004, and 2014. He was also the Lok Janshakti Party’s President. He was a former Rajya Sabha MP and an eight-time member of the Lok Sabha.
He founded the Lok Janshakti Party (LJP) in 2000 and served as its president. Following that, he joined the ruling United Progressive Alliance administration in 2004 and served as a Union Minister in the Ministries of Chemicals and Fertilizers and Steel. He was elected to the Lok Sabha in 2004 but lost in 2009. He was elected to the 16th Lok Sabha from the Hajipur constituency in the 2014 Indian general election after serving in the Rajya Sabha from 2010 to 2014. Paswan was elected to the Bihar state legislature in 1969 from a reserved constituency as a member of the Samyukta Socialist Party (“United Socialist Party”).
As an enthusiastic supporter of Raj Narain and Jayaprakash Narayan Paswan, he became the Lok Dal’s general secretary in 1974. He knew notable anti-emergency leaders Raj Narain, Karpoori Thakur, and Satyendra Narayan Sinha personally. He left Morarji Desai and joined the Janata Party-S, which was led by Lokbandhu Raj Narain, as president and eventually as Chairman. He was arrested in 1975, when India declared a state of emergency, and spent the rest of the year in jail. When he was released in 1977, he joined the Janata Party and was elected to Parliament for the first time on its ticket, setting a world record for the largest margin of victory in an election. In 1980 and 1984, he was re-elected to the 7th Lok Sabha from the Hajipur constituency.
He founded the Dalit Sena, an organisation dedicated to Dalit emancipation and welfare, in 1983. In 1989, Paswan was re-elected to the 9th Lok Sabha, and in the Vishwanath Pratap Singh cabinet, he was appointed Union Minister of Labour and Welfare. As the Prime Minister was a member of the Rajya Sabha, he even led the ruling alliance or Proposition in the Lok Sabha in 1996. This was also the year he was appointed Union Railway Minister for the first time. He remained in that position until 1998.
Following that, he served as Union Communications Minister from October 1999 to September 2001 before being transferred to the Coal Ministry, which he held until April 2002. Paswan left the Janata Dal in 2000 to found the Lok Janshakti Party (LJP). Paswan joined the United Progressive Alliance administration after the 2004 Lok Sabha elections and was appointed Union Minister of Chemicals and Fertilizers and Ministry of Steel. Paswan’s party, the LJP, ran alongside the Indian National Congress in the Bihar State elections in February 2005. As a result, no single party or combination was able to establish a government on its own.
Paswan, on the other hand, has continuously refused to back either Laloo Yadav, whom he accuses of being exceedingly corrupt, or the right-wing National Democratic Alliance, resulting in a deadlock. To prevent the creation of a government supported by LJP defectors, Governor Buta Singh of Bihar dissolved the state legislature and called for fresh elections, keeping Bihar under President’s Rule. Paswan’s third-alliance was entirely destroyed in the November 2005 Bihar state elections; the Laloo Yadav-Congress alliance was reduced to a minority, and the NDA formed the new government.
During the 2009 general elections, Paswan was seen alongside Lalu Prasad Yadav (centre) and Amar Singh (left) during a party rally in Mumbai. The Bihar state elections, according to Paswan, have no bearing on the Central Government, which would continue to function with both him and Laloo Yadav as ministers. Paswan has served as a Union Minister under five different Prime Ministers and is the only person to have held a cabinet slot in every Council of Ministers since 1996. (as of 2015). He also has the distinction of being a member of all three national coalitions that governed India from 1996 to 2015 (the United Front, the National Democratic Alliance, and the United Progressive Alliance). Paswan formed an alliance with Lalu Prasad Yadav and his Rashtriya Janata Dal for the 2009 Indian general election, ditching their former coalition partner and leader of the United Progressive Alliance, the Indian National Congress.
Mulayam Singh’s Samajwadi Party then joined the group, forming the Fourth Front. For the first time in 33 years, he lost the Hajipur elections to Ram Sundar Das of the Janata Dal, a former Chief Minister of Bihar. In the 15th Lok Sabha, his Lok Janshakti Party failed to gain any seats, while his coalition partner Yadav and his party also performed poorly and were relegated to four seats.
